中国在 2007 年成为了世界第一光伏电池生产国，但中国光伏产业的现状是：只做躯体，头和脚两端在外，即生产的太阳能电池绝大部分硅原料都是从外国进口的，而生产出来之后，绝大部分都出口到外国。2008 年中国太阳能电池产量为2600MWp，但国内装机量却只有 45MWp，不足产量的 2%。显然中国也意识到了本身产业的问题以及发展新能源的重要性，财政部 2009 年 3 月底开始发布了一系列扶持光伏产业发展的措施，其中 3 月 30 号《太阳能光电建筑应用财政补助资金管理暂行办法》 ，该办法规定了对太阳能光电建筑补贴的各种条款，这预示着中国光伏产业开始扶持，中国也有望成为光伏行业发展的领头国家之一。
