In a decision vehemently opposed by some ministers, Britain’s Conservative government approved a controversial expansion of Heathrow airport that will add a third runway at a cost of £18bn. The plan for Heathrow, west of London, beat a rival proposal to build a second runway at Gatwick airport, south of the capital. The project is expected to face numerous legal challenges.

Experts estimate the amendment to the protocol will avoid a half-degree rise in global temperatures.

Signaling at least a rhetorical rapport, Saudi Arabia and Russia agreed to cooperate to stabilize global oil markets. However, the world’s largest crude-oil producers failed to promise any production cuts.
